The building, located in Government Square in downtown Sivas, was commissioned in 1908 by Reşit Akif Pasha, the Governor of Sivas, to serve as the gendarmerie headquarters.

Ziyabey Library
The Ziya Bey Library building was constructed in 1908 and opened as a library that same year. Its founder, Yusuf Ziya Başara, covered all of the library’s expenses until his death.
