The region chosen by Seljuk Sultan Izzettin Keykavus I for his tuberculosis treatment later gained prominence during the Ottoman period due to the flour mills built there by Governor Halil Rıfat Pasha; as a result, the Tavra (Deresi) Boğazı area came to be known as Paşa Fabrikası. Thanks to this stream, Sivas’s first power plant was also built in 1934 by Mayor Hikmet Işık. As the flour mills gradually disappeared, the name “Paşa Fabrikası” was replaced by “Paşabahçe.” The area features numerous amenities, including hillside homes, sports fields, gazebos, restaurants, children’s play areas, and a small petting zoo. Visitors can enjoy picnics and nature walks at the Paşabahçe Recreation Area.
